I am planning to drive my vehicle (currently registered in the state of Texas) to Arizona to sell it to my brother. Is state inspection in Arizona mandatory and what is the process to change the registration from my name to my brother's name ?|||i lived there years ago and as far as i know they only test emissions|||yes in all states
